Definitions of eligibility
The target client group for this programme are defined as businesses,
constituted for social purpose which:
- derive at least some of their income from sales (at the start up stage) and 25% from sales in the case of more mature organisations;
- have a governance structure which primarily doesn’t allow for profit distribution;
- have social as well as business objectives built into their legal structures;
- are independent of government.
Pre Gateway
The proposed service is aimed at aspiring and emerging social enterprises that have moved beyond the formation
phase but have not yet developed to a stage where they can effectively engage with Business Gateway services or
achieve sufficient scale to be supported through the ‘client’ or ‘account’ managed elements of Scottish Enterprise.
- New organisation – defined as ‘less than 3 years old or has taken a decision to trade in last 3 years’
- Mature organisation – more than 3 years old

consortium of established,
experienced social enterprise

business development companies
and key national bodies developing
social enterprises.
